The difference between a BF and a BRF isn’t really that great; a BF is an early form of a BRF that came into existence before the Housing Rights Act was enacted in the mid-20th century. A BF is taxed and mortgaged in the same way as a BRF. The difference is that a BF is governed by the Act on Economic Associations, while a BRF is governed by the Housing Rights Act. If problems arise within the association, appeals are made to different authorities. Decisions made by the board of a BF cannot be appealed in the same way as in a BRF.
